Is it normal to be on RUI for 5 years?

Hi everyone,
so my person was arrested 5 years ago and police found 1x category b moving image. The police have not made any charges and they left him in the dark until 7 months ago
he was called in for a voluntary interview which he attended and they pretty much asked the same questions they asked in the beginning
bare in mind this is the 4th officer who is taking on his case since three other officers weren't interested or left the force
7 months ago he was told after the voluntary interview that a reviewing officer will review his case and give a decision on whether to charge or not
Typically that takes 2-4 months max but still no news. At what point do they just NFA? It surely doesn't take this long to simply charge someone or am I wrong?
I just want closure badly x

Have you tried raising this with the local Police and Crime Commissioner?

My person hasn't shared that with me so I don't know. I'll ask and see what response they give. Probably the next step.
