Still confused!

Hi,
my ex partner was accused 5 years ago and last year he was finally NFA'd.
We had SS involvement but they did close with a safety plan in place....the safety plan was he was never allowed in my home again. There were other things in place, to supervise out in the community he wasn't allowed to attend our child's birthday parties, wasn't allowed to have contact with her once she was old enough to have a phone....all while police investigations were in process....he was NFA'd last year. Now foolishly I took that as police investigations were complete and the safety plan was over.
roll on January this year, he was homeless and so I offered him a sofa for a night. He's on probation for a driving offence, he told his probation officer he was staying here and then she referred it to SS. Bam...child protection plan. Last month we stepped down to a CIN plan. Family to supervise in the community or anywhere but my house. He's done and meaningfully completed a DAPS course. He's doing an online parenting course.
but I have the feeling that he won't ever be allowed in my house until our child is 18 or ever have unsupervised contact. Even when we get closed again the safety plan will be in place until our child turns 18.
this is all on a NFA outcome....I know of a person who was convicted and was on the register for 10 years is now allowed a normal life with their children, gone on to have more children with no involvement from SS.....just feel like my child is going to have a restrictive relationship with their dad forever

Have social services provided a rational for such harsh conditions and for continuing them despite the police saying there is no case to answer?
As mentioned on here all the time SS work to risk rather than proof but even then there surely needs to be some evidential basis that risk exists beyond an unproven accusation.
Have you considered legal advice from a solicitor specialising in family law?
