Saftey plan after SHPO ended

Hi hoping someone has some advice.

Back in 2020 by husband was charged for attempted communication and given a community order with 5 year SHPO.

We had lots of issues with social care and probation and was on a CIN the assesment stated that my husband was not allowed home for a period of 5 years in line with his SHPO.

Once the case was closed in 2022 a final saftey plan was sent changing this to "dad cannot return home till children are 18" which is an additional 5 years onto of 5 years set by SHPO. I complained and went to ombusman but the new saftey plan that came out of nowhere would not be changed and social care became impossible to speak with.

Roll forward to this month and husband is being signed off his SHPO and all work will police is done (one less thing) however i know for husband to come home we will have to contact social care back and be assessed again ????

Is the saftey plan legally binding they havent checked in with us or reviwed this 2/3 years, the CIN is closed, juat this awful plan created by someone who didnt know us after the case was closed. What would happen if we breech this and Husband comes home. They were awful to work with last time and made my life misserable
