What determines SOR length

My person was given a suspended sentence, community service and 10 years on the SOR for IIOC totalling about 50 images.

I've tried researching what determines the amount of time, a lot is saying it depends on the severity of the crime, but in that research I've seen some people who have had custodial sentences, for contact with children, with only 5 years on the register.

Why did he get 10 years, if the courts determined it wasn't severe enough for custodial?

I don't know the answer sorry but my person also got 10 years SOR and SHPO, with a suspended sentence. I guess a suspended sentence is, technically, a custodial sentence, just suspended?

Info here says depends on length of sentence, regardless of suspended or not
