looking for advice

my ex is the offender. My child will be going to secondary school in September and is currently the only child without a mobile. It's starting to get tricky as I'm very anxious when I have to leave him at parties and play dates etc as I have no way of getting in touch with him if he's not comfortable in the environment. I'm very keen on him always being able to voice when he's not happy and I can come get him; whether it's bullying, feeling unwell or something more worrying (especially after finding out his dad turned out to be an online sex offender). But because his dad was caught on chat apps, and solely did all his offending online involving images I'm nervous of getting h him a smartphone or camera phone but he will need something as secondary school uses an app for paying for lunches and travel is a pass which again is on an app.

but I do want to be able to track where he is for safety and also have him able to call me or text his friends so he's not a complete social pariah for not having a phone.

any recommendations on basic models or apps where I can block and lock down so he's can't be sharing photos or having social media or can mirror what he sees/does. I'm really concerned about the online bullying as well as what he'll be exposed to online. He's not a rule breaker at all but he is young and a bit naive for his age.
