The police do not make the decision to charge, that is for the Crown Prosecution Service (CPS).

The police assemble all the evidence, before sending it to the CPS for a decision. It can take a few weeks for the decision to be made and then they will either issue a letter detailing the charges, or a letter stating no further action (NFA).

So my understanding is they have all the information they need to present case to the CPS for them make a charging decision. CPS have a huge backlog so you could be waiting a while for the outcome. The outcome could be No further action,Not in public interest, caution or a charge could be made.
