PSR vs Sentencing

My OH has recently completed his pre-sentence meeting. The probation officer said that they would recommend a community order rather than a custodial sentence but the actual outcome at sentencing would depend on the judge on the day.
I just wondered what others had experienced who have past sentencing. Does the judge usually follow the recommendation or not?
We don't want to get our hopes up unduly but that would be good result.
