Sitting with police before CPS

Looking for some advice on how long a case sits with the police post second interview and before getting sent to CPS?
For context, OH had second interview nearly 2 months ago now and OIC has said the file is with their superior for review and then needs to go to an internal file team for a second review before CPS. Does anyone have any experience of how long this will take?
Police admitted they didn't find any evidence on any devices analysed for the initial reason for arrest so I'm shocked it's taking this long to get sent to CPS.
Any insights would be really helpful - thank you!

In my OH's case, he was told it took 28 days just for the case to clear through the computer system used to send it to the CPS.
In the end, it was 5 or 6 months between CPS referral and charges.

If theres no evidence on devices why are they sending it to cps for a decision? Shouldnt it be NFA if no evidence is found. Or are they just hoping for a conviction based on zero evidence and clean devices.

It's just baffling to me as from what I have read of other peoples experiences there doesn't seem to be a wait mentioned at this point. It seems to be that it just gets passed to CPS once the police decide that's what they want to do.
There were a small number of images found which police also admitted were (and always have been) inaccessible so likely downloaded in the background cache of something else.
Fingers crossed that justice system acts as it's supposed to, and this results in NFA.

It was 3 months after that my husband got his letter stating his plea hearing date after second interview. Its was 2 or 3 days before his bail was due again. CPS time frames vary. My husband was warned it could take a while as there was a backlog.
