How to explain this

My daughter is 3 and has just started asking questions on where daddy is.
i have had to say he is at work and doesn't have a phone because I don't know what else to say.
does anyone have any book recommendations that can explain this simply to her? I don't really want her to know the truth but I need her to know she may not see him again.
he was released and able to have third party contact with me in regards to my daughter and we have heard nothing in 3 weeks
i spoke with social services and they are happy with the precautions in place, and they disclosed that it's Cat C and Cat B.
when does this get easier and how can I explain this mess to my baby?
