what do the police mean exactly when they say "Known IIOC ..."? It's the "known" bit - as in known to them or the person viewing them?

They mean specific, illegal files that law enforcement has already identified, cataloged, and verified as Child Sexual Abuse Material (CSAM).

The images are logged in police databases, like the UK's Child Abuse Image Database (CAID), and are tracked using a "hash" (a unique digital fingerprint or code). If police software or monitoring tools detect a file that matches a known hash, it immediately flags the activity.
