Not enough evidence to charge??

Hi all I was interested in finding out if anyone's world has been blown apart due to an arrest of a family member that didn't end up with enough evidence to charge??
The fact is our family has been torn apart as we have all followed the advice of the NCA & social services as regards the children within our family. If however not enough evidence is found to charge him then what does that mean? Did it happen the way they think but can't be proven or were they wrong can you imagine?? I think in all honesty they should have sufficient evidence to charge as this is not his first arrest but last time there was insufficient evidence to charge. So we all thought it was a misunderstanding now it's a case of no smoke without fire?
