I did a quick look online because I have seen somewhere that yes under 18 are children in the Eyes of the law but there are differences in ages for a range of aspects such as consent, education and work.



On the NSPCC (I think) says -The law says anyone under the age of 13 can never legally give consent.

So I assume this indicates that yes there is a distinction between under 13s with sex offences (decoy or not). But a lawyer would be better at explaining. Maybe the helpline can also help explain how such cases are dealt with and the reasons why.
