He could apply to the family court for contact under the children's 12 right as a child and one of them is to have contact with both parents safley,, this might start in a contact centre but it contact to start with hope this helps xx

My husband is in prison and sent contact forms so our children could have contact while he's away. The forms require passport style photos of the child/children and consent from the primary carer. Even if the primary carer supports contact, it still may be denied by the prison. It does take a while to sort out as does everything in the prison system. You could try calling the establishment and Enquiring first, and then taking further action if you get nowhere. The family rights group should be able to assist and advice.

My partner hasn't seen or heard from his kids for four years, he was sentenced in aug 2019. He is currently going through family courts to get supervised visitation rights but has taken a long time and we should hear the outcome next month.
If the mother won't allow contact the only way is through family courts, and tbh I'm not sure how successful such cases are. We are also going into this blond, we dont have legal representation.
I recommend your nephew considers or saves up for a private assessment of his risk to his children. That is what CAFCASS have suggested for my partner
