When does SHPO come into action

Hi, can anyone tell me when the limitations of SHPOs start. Is it from when you are charged and waiting court etc..... or is it once sentencing/court case take place.
also when are social workers likely to get back involved. Is it once he has been charged by police and my husband is awaiting court or is it not when found guilty etc.... and sentencing given.
