Yes, he should be referred to as suspect but unfortunately this is not the case as many are guilty before they're innocent. My partner was arrested for communication but the Police told me he was viewing indecent images - no proof or even an inkling he did. Unfortunately, authorities know they can act however they want because who is going to be outraged by the poor treatment or guilt before innocent approach to anyone accused of this kind of offence? It shouldn't be like this but it does appear that way.
