The saying: 3 clicks away from something illegal

This may seem like a weird thing to ask but it's on my mind.
I've read on here during my intensive time of scrolling and reading, the saying 'you are only 3 clicks away from something illegal.' It's also a term, I heard from the OIC when they returned my laptop. It was there response when I presumed IIOC could only be accessed through the dark web; because of course, not being in this situation, you wouldn't expect them to be so easily available.
I suppose my question is, could a person be watching porn on a well known adult porn site like pornhub for instance and illegal content be present on there without a person knowing? Or is it like a third party 'pop up' or something that a person would click on, on an adult porn site and it could lead a person to view illegal content without them realising through another website? Does that make sense?
My person has admitted to having a porn addiction. I've heard about desensitisation. But, I just wanted to know if it could be viewed by accident. My person is under investigation for distribution so it isn't the case for him but I'm just wondering if it could be viewed without a person having knowledge that it is illegal if that makes sense? And if so and if it is available on normal porn sites then wouldn't any one who watches adult pornography accidentally view something without their knowledge at some point during their life? Do the well known adult porn sites regulate their content to ensure it is not available on their website? And then not take any responsibility for a person who leaves their website by clicking on a pop up which comes up on their website if that makes sense?

Somewhere on this forum is a thread about a gov article (I think) that delves into this phrase of three clicks but my understanding is that of some wants to do find iioc it can be done more easily than you would think. But it is very rare to come across accidentally if going through legal porn sites.
I too thought it was dark web only before I found out about my person.
I ha e been watching porn for more than ten years, alway through large porn sites. On average I veiw ten videos a week and I have never come across anything illegal and I don't get pop ups. But I don't click on ads or go from link to link.
There are cases where videos slip through on such sites but again very rare and the sites do have the tech to screen out- not 100 percent effective.
Desensitizing can be a common theme, but not everyone with a porn addiction will seek or want to view iioc.
In my opinion accidental iioc through legal sites is less likely than adult chat rooms. Places like Kik are the worst culprits because you can't stop someone sending you something iilegal.
It might be worth looking at the Lucy faithful modules to get an idea into how people can be exposed to iioc, if you haven't already looked at these.
In the case of my person he found it easier to find iioc through chat rooms rather than going through links to links.

It is a whirlwind and I'm still baffled by how people come across iioc. My person had been offending for ten years and he cant give me an answer as how it all started other than he was looking for more onsene and extreme porn because he got bored of the legal stuff.
But even legal porn is majorly questionable. Especially in regard to step family and barely 18 etc. I try to avoid these videos
