Letter sent from prision, taped but torn open

Does anyone else often recieve letters from their loved one on prision where the letter is taped shut, but the corner of the seal has been torn open? This happens regularly to me

On the few occasions my son has sent mail it has only ever been sealed with tape,
Our loved ones cant seal what they are sending, this is done by the staff prior to been posted xx

The letters I receive are always taped shut, only once was it torn first but I found out that was because he forgot not to seal it before giving it to the guards, it's a force of habit to seal a letter when sending it but prisoners are not meant to as they must be read first. Just as the letters you send are always opened and read.
