There's something bothering me which I'm hoping someone on here can help me with.
My understanding is that IIOC is anything under the age of 18. What happens if the picture is borderline? ie what if the person is actually 18 or more but just looks younger. Because under developed or whatever. How do the police decide when the picture could be either legal or illegal? Do they have to give them the benefit of the doubt, given the high bar for standard of proof in a criminal case?
Anyone any experience of this?

The CPS would not normally risk going to court, if there were reasonable doubts about an image. The police also have teams of people, who spend all day categorising these kinds of images and they should be able to filter out the borderline cases.
