I truly believe many of our country's issues could be helped if we worked towards prevention rather than cure. It's the same thing with mental illness and people exhibiting signs of harming others, you contact the authorities and nothing happens, they only act once harm is done. We all know not every person commits these crimes out of interest in children so why is investment not being given to find a better way to deal with this to help free up resources which could be used better elsewhere - SS, police, courts, etc. I don't have an answer on how to deal with this but surely someone does who has the correct qualifications and experience to make changes for the better.
