I'm wondering if maybe they've only done an initial check on his device and still have to send it to their forensics team for the more thorough check? My OH had his devices checked within the first week after the knock and all but one was returned to him. They said they found IIOC on it and it would then sit in a queue for the main forensics department to check thoroughly which would then take months. But I think we were pretty unusual too to get that initial check done so fast and the other devices returned as I haven't read about anyone else having this experience.
Are you able to ask your solicitor or perhaps even call the OIC and ask what the next step is? It does sound like at this stage maybe they're only interested in the person who sent the images rather than your OH. Perhaps in terms of your OH's case it hasn't progressed enough for them to decide what they're doing with the information they've found. This is just speculation though and perhaps some other people on here have experienced this?
