Appeal of SHPO restriction

I am looking for advice about the process for appealing a restriction on a SHPO. If the appeal application is accepted, will he need to attend court or is it decided without him being there?
The restriction he is appealing is no unsupervised contact with anyone under 18 years unless agreed by SS and the parents. He is appealing on the grounds that it is causing unreasonable difficulties as it is preventing him from being employed and is asking for the age limit to be lowered to 16 years.

Appealing court orders a few weeks ago that goes into this a bit. If the SHPO is recent (withitbe appeal 28 days) then maybe it can be questioned. If not then within the first five years it needs to be agreed with police but go to the courts. If after five years it is handled by the courts only.
