A friend of mine has been told his name has been circulated by police in the uk, does this apply in just England or would it apply in Ireland and Scotland too?

You need whoever was the source to clarify what they mean by circulated. Here are the 2 things the word is most likely to mean (other meanings may exist).

Police may circulate a name to other police to ask if a name has ever come up in an investigation. Not everything gets into the searchable police databases, and a detective may read such a circular and think "ah yes I saw his name in the address book of that man I couldn't charge that time".

Police may circulate a name to the public via the media to ask if anyone has any experience regarding the suspect, that perhaps they've never discussed with police. This can make a big difference to a court case, as a pattern of offending means harsher sentencing than a one-off.
