A friend of mine has been told his name has been circulated by police in the uk, does this apply in just England or would it apply in Ireland and Scotland too?

Police may circulate a name to other police to ask if a name has ever come up in an investigation. Not everything gets into the searchable police databases, and a detective may read such a circular and think "ah yes I saw his name in the address book of that man I couldn't charge that time".
