I watched an interesting programme last night called 'killed by a rich kid'. Though unrelated to SO there was a statement from the Deputy Chief Prosecutor which stood out. They said 'the two boys charged were both 17 and classed as youths and therefore we are under a duty to present the case and prepare the case without delay'. If there is a duty of care why are young people caught up in 'this' situation being left so long before charges. Surely the same duty of care applies prior to charge. Surely leaving young people in limbo goes against a duty of care.
