Parental controls for 17 year old who offended at 15

My stepson has had his devices back after being arrested last April.YOT saw him & he is going to be assessed for autism,get 'education' and offence will show up on enhanced dbs.I am in bits whilst his parents sweep things under the carpet!!
I've found out has his laptop back but his Mum hadn't put parental controls on!!! I don't get that after over 80 images were found of girls aged 10-16,some were anime.Please can somebody explain why he is being trusted but not protected???
I need to back off for my mental health but I've worked with children all my life & im devasted trying to keep our family together
Hoping he gets lots of support before he turns 18 in November
