Sorry you have joined us here. It does sound very complexed. It's highly likely he will be charged with possession, making and distribution and it sounds scary to have different charges but it doesn't necessarily mean prison the more charges there are. There are a variety of cases which have similar and numbers and categories vary. It's all dependant on the case facts, mitigation, judge etc. The solicitor can't really promise he won't go to prison but obviously from experience he will know the outcomes of lots of similar cases to make that judgement.
The case could be with the CPS but usually investigations take a good few months at least. Once the CPS decide to press charges, the case file and all relevent evidence will be available for the solicitor (you can also request a copy) to look through in order to build a defence. It's at this point you will know exactly what you're dealing with. The CPS will always push for the maximum amount of charges and sometimes try their luck with charges which can be argued away. It's all about mitigation with the next steps. I would advise that your person does any courses he can relating to offending as this will be good should this progress to the later stages of court. There are some resources knocking about on the site to help people who are vulnerable although I'm not 100% that they are for minors and not adults, I'll have a look and let you know. Xx
