So sorry you are having to deal with this. Bail conditions seem to be a 'one size fits all' with no accounting for allegations or risks.
There are many others who will maybe be able to give you some firm answers- i would love to know of any positive outcomes myself.
I had the same conversation this week with the social worker. They have no say over the chance in bail conditions, but it can act as an independent risk assessment when it comes to reviewing conditions.
Have you appointed a solicitor? I know hugely expensive but they could lobby on a legal basis potentially on the next bail review to see if amendments can be made?
We had one amendment in the first week of ours last, only a slight modification but made the logistics of supervision a little easier.

Do your bail conditions state 'no unsupervised access to under 18s' or 'no unsupervised access to under 18s unless agreed by SS'? I assume it's the latter as visitation takes place in public. Do the conditions state that he's not allowed at the home address?
It is possible that SS have closed the case as they rely on the bail conditions to safeguard the children. In these cases, if bail conditions were changed/removed, SS would likely replace them with a safety plan that would have similar conditions as the bail conditions did. Has SS explained to you why they see no risks, and if there are no risks, why do they not want your partner at your home address? Is he allowed to see the children at other private residences, eg at family members' homes?

I read this and couldn't not comment.
I'm really sorry I'm not much help but it sounds like a similar situation as me. My person is my OH , Snapchat conversation for half an hour over 2 mornings. One stupid question and was a police decoy.
His bail conditions says no speaking to children under the age of 18 unless approved my SS. But my OH asked if he could go to our daughters competition and was told by OIC that he could do what he wants with his family as long as there was an adult.
However SS closed our case with a safety plan in place. I can supervise contact outside the home.but he isn't allowed in the home even during the day never mind overnight until the outcome of the investigation and been told should it be NFA or a Caution then safety plan will.be removed and he can come home. Our SW even said in his assessment that my OH is "no risk and don't believe the children ever will be or has been in any sort of harm with my OH however they have to put those risks aside".
The most confusing thing for us is that he's stopping at his parents and the children are allowed to sleep there overnight with my OH there too as long as they aren't sleeping in the same rooms (which they wouldn't ever have been even if this nightmare hadn't happened either). Our children are desperate for him to come home as they are too young to understand what is going on.
There's been so many mistakes in our assessment and some straight up lies (although not on a big scale to complain about just things like my daughter isn't confident and got no friends but yet safeguarding member at school said they didn't say thst at all and her teacher proved him wrong on parents evening) so I don't know what to believe anymore.
But I'm in a similar situation and sometimes I want to ring our SW and question it but don't want to come over that I'm not a protective factor and pushing more contact than we already have.
I received a letter a week after the case was closed with SW saying its closed and thanks for co-operating and they wish us luck for the future. Thankfully I know there's a plan in place we must follow but it's worded all wrong. Is this something you received? Xxx

In my OH case, he had the same bail conditions and was living with parents.
Social services visited our kids at school, then interviewed us at home and closed the case, OH spoke to OIC and asked for a bail variation, but he wasn't interested. At Magistrates Court the solicitor asked for a bail variation, but as it was adjourned to Crown they said to ask again there.
At 1st Crown appearance the solicitor managed to agree a variation that he could return home to live supervised.
2nd Crown appearance he got all bail conditions removed. No involvement with social services.
We were delighted, but also thought how bizarre to go from 1 day having all these restrictions and no unsupervised contact with anyone u18, to having nothing at all, just with the stroke of a pen.
On his 5th Crown Court appearance, the judge apologised to my OH for what can only be described as a fiasco, the judge said as you have no bail conditions you are able to carry on a normal life, to which his barrister replied, NO. unfortunately not, as he's suspended from work until there is a conclusion, the judge then apologised again.
We return to Crown Court in 2 weeks for his 6th appearance, but not holding out much hope that it will be resolved then.
I wish you luck on this horrendous journey, but don't expect any help or support from the police
