SHPOs do get discharged. The best place to find out about this is the Unlock website. There are stories of people who have been through the process and had their SHPOs removed.
You have to go to court and there is no guarantee of success, but on the whole, judges appear to be sympathetic to those who are making an effort to turn their lives around.

We're not at this stage yet but hope to be one day.
My OH has been advised by his MOSOVO to go to court 5 years post sentencing to have his SHPO discharged.
The judge didn't even know how long he needed to be on the SOR and had to ask someone to check this for him. The judge gave the length of 5 years SOR as my OH has a Community Order, which is correct. However, he said 10 year SHPO. According to the MOSOVO he can't have an SHPO without being on the SOR. So OH has been told to request for it be discharged for when he comes off the SOR.
