Quick question re bail extensions

My not-really-OH-any-more has reached the point where a magistrate needs to approve another three months' bail extension and the OIC has told him there will need to be an actual hearing. I thought magistrates mostly just rubber stamped extensions without hearings? We know from the paperwork that the OIC wanted it approved without a hearing, so no idea why. He has a solicitor, but the solicitor was away for a bit so hasn't been able to advise yet. I'd be interested to hear others' experiences. I see all the paperwork & emails so he is telling the truth on this.
Bail should only be extended if there is a good reason and the courts are there to ensure that the police don't abuse this power. It should never be a rubber stamp process. They are allowed two extensions, but then the court has to be involved.
My OH is at this stage too. Paperwork had to be sent to the pre-charge administrative service in Cardiff. That was sent early this week Not sure if he'll have to attend any hearing though but the officer in charge says he still has to attend the bail date at the station which was previously set.
