What is worst offence is it communication online or possession of images or they are the same ?

There are so many factors to consider in each case that I don't think it's possible to say one is worse than the other.
In my understanding, the communication is seen as a worse offence in terms of the law as it is considered a contact offence.
My hubbys duty solicitor told me that the online conversation he had with an underage girl was considered a worse offence than the recent HE case of IIOC.
It very much depends on the content of the conversation, or the category of the images.
The maximum sentence for communication is 2 years, UNLESS the words used cross the line into certain other offences such as incitement, or arranging to meet, which are seperate offences to communication and carry much longer sentences depending on the age of the child involved.
With images the sentence increases according the category. So for possession of Cat A you could get more than 2 years, but for Cat C the maximum is 1 year.
