I think a lot of people will be interested to hear that around a third of investigations fail due to evidential difficulties. Although that is not likely to be solely because of the ip address being wrong, or the wifi being hacked. I think it's probably because nothing was found on the devices.

To hack a wifi router nowadays is much more difficult than it used to be, plus the person doing the hacking needs to be reasonably close by. So people living in flats are more at risk, but even then it would require a neighbour to have both the skills and the intent to carry out a successful hack.
