Passport?

Morning all! Just seeking for some advices and experiences. My OH is not British so at the moment of the arrest his passport was taken away and police kept it. He had his sentencing a month ago and judge said he can get his passport back and has no travel restriction, just to notify.
A month has passed and we really would like to visit our family as we are here alone following of course all the notification requirement. We have contacted numerous times the officer in charge but no answer, solicitor has contacted a colleague of him and no answer. Is it normal? I wonder how a police can keep his belongings after a judge has clearly said you can get them back and just do not reply. We sent a first email 4 weeks ago a few days after sentencing and until now no-one was replied.
