It would count as indecent images if she's is real and not a decoy. It would not count as sexual communication since the age in the law for that is under 16 unless you're a school teacher etc communicating with a pupil.

No need to apologise! I think there probably is some older legislation around images and indecency but it's not covered by any of the sexual communication laws from 2003 which all refer to people 16 and under. The point being you could say something sexual to a 16-17 year old and not be prosecuted. But if you said it to anyone 15 or under you would be.
The law is completely insane for this. You can sleep with a 16 17 year old but not share a picture of them in a bikini
