Breach of a SHPO - Conditional Caution Proposed

Hoping to find some insights or anyone else who has been through a similar scenario.
My OH was given a 2 year community order and 5 year SHPO and SOR for possessing Cat C images. Unpaid work already finished and now probation until Jan 2026. We have had the odd PPU visit to check devices as part of the SHPO and esafe was installed on his devices last hear to monitor activity. Recently we moved to a new area and the MOSOVO officers are clearly a lot stricter here. Where we lived previously the visits were laid back, friendly, and brief. The latest one we had in the new area couldn't be more opposite. First they turn up whilst we're having our dinner (I know they are allowed to do that but it's bound to get off on a bad start!) my OH suffers with anxiety so their presence made him look and feel uncomfortable which in turn made him look like he was hiding something. They were very intrusive and interrogative when asking him questions which was surprising since I would've thought the PPU would do a handover to the new area after we moved?
Anyway after lots of digging around the attending officer found an anomaly in that last year whilst we OH was in between phones there were 3 weeks when internet history wasn't enabled. He didn't look at any IIOC. Basically he brought a new phone because the one he was using stopped working. He informed the police straight away and we waited for them to come and attend and install esafe. But he forgot to enable history on his google account!!
Because of this, the police seized his phone and laptop to do further checks. They came back a couple of days later and asked him to come to the station for a 'voluntary interview'. He wasn't arrested.
On the day of the interview his solicitor spoke to the officer and was told that this technical SHPO breach could be dealt with outside of court and at a low level. He was persuaded by his solicitor to make a full omission to recieve a caution by the police.
After the interview he was advised by the officer it would take 10 to 14 days to process the caution has it has to be 'rubber stamped' by the inspector.
5 weeks later and the police have gone radio silent. No news, and not responding to any chaser emails his solicitor has been sending.
So my concern here is have we been stitched up by the police? Why have they gone awol on us? Also they still haven't returned his devices, despite the fact that 1. He wasn't arrested 2. He's not on bail or RUI 3. He's not been charged.
So why are they still keeping his devices? His solicitor ensures him that it's just the police being super busy and delays like this are common these days, but I can't help worrying that it's something else and the police are deliberately ignoring us.
surely it doesn't take this long to get a caution rubber stamped?! As I say 10-14 days originally advised and now we're very concerned the police will go back on their word and charge him anyway!

Hello, I'm sorry I don't have any experience with this so I can't help but wanted to comment so it'll boost your post up and maybe someone will see it who has had something similar happen. It sounds like your oh made an honest mistake. I hope that once they've confirmed this they will show him some grace.

Sentencing completed in February. A visit from all four of my sons "new friends" (!!!) 2 from probation, police protection officer and his mental health officer. Despite the words of all my sons good work and progress, deleting an app for domino's and Snapchat resulted in the confiscation of his phone.
Police office is an a&@e and when put to him that Snapchat was deleted following sentencing, as no longer allowed he said he should have been present. So my son asked why it's taken 8 weeks to visit?! Surely not deleting it too could have resulted in the confiscation?!
We are expecting some kind of breach of the order to be confirmed.
