Why do we "overlook" it

Sorry me again, posting a lot as my head has been all over the place the last couple of days.
I'm asked this question a lot by social workers and I never know how to truly reply.
We never just overlook it and think whatever has happened is completely fine. We know the risks, we also know how we can protect.
I would like to know if anyone else that's stood by their partners have had this question and how you be answered

I stayed with my husband. I always say that I will never condone his actions. I can forgive and not forget. It's not overlooking but more overcoming. Social Work were a right pain with their constant "how can you not think about it all the time, how can you gave a relationship with this criminal". It's much like with anyone else who has committed any offence, you just do.
