If the SHPO has been going less than 5 years, you have to get the police to agree, before it can be ended, so the first thing to do is ask if they will agree to that.
After 5 years, he can apply to the court to have it ended early. There is no need to employ a solicitor, although he can if he wants. There will be a court hearing and the judge will decide if it can be ended. A lot will depend if he can convince the judge the SHPO is no longer needed.
