In limbo with social services

we have just been sat waiting for a specialist risk assesment now on OH, he was nfa as nothing was found, not even the original videos that he apparently uploaded.
Son has been on cp since April, not a lot has happened since, just waiting now till September for the assessment. They don't seem too concerned as they aren't really involved just want to see us every 4 weeks and 2 weeks for my son.
Social worker seems to be positive that he will return home with a safety plan in place.

If he is released with no further action, then why do social services need to do a risk assessment or safety plan at this point?

Confused19 - As often said on here SS work on risk not proof, they obviously believe there is still enough risk to warrant their involvement. NFA doesn't necesarrialy mean the person hasn't committed the offence, it's just the police and CPS can't find sufficent evidence to bring charges.
