I've seen a surprising amount of RSO's talk about being able to travel freely especially in Europe with little to no problems, even after spending years in jail for their crime.
I've heard the most difficult countries for any convicted felons to travel to are those with strict immigration and entry terms. Like Japan, US, S. Korea, Australia, Ireland, etc. They have a very strict policy against RSO's usually.
My question is, if he hasn't been charged yet and isn't on bail, is he still allowed to travel freely even to these stricter countries?
Since he hasn't been formally charged with anything yet (investigation is still ongoing and we have been told it could be 24 months due to massive backlog of thousands of devices to be analysed from other cases)
Can they take away or blackball his passport and bar him from travelling even if he hasn't been charged with a crime yet?

If he is not on bail, then he can travel anywhere.
As far as I’m aware even if he is on bail then there is nothing to stop him traveling abroad as long as travel restrictions isn’t one of his bail conditions, one possible bail condition that can be used is that the accused has to surrender their passport, but to use this one the police would have to believe him to be a flight risk.
Not sure on weather other countries can refuse entry to someone purely on the basis that they are under investigation but not at this point charged or convicted.

You'd need to look at the individual countries requirements - for example I know for the USA they specifically ask about any arrest ever for any reason, even if it did not result in conviction
